I would like to know your ideal city ordinances... whether you have them in place or not... what are the best ordinances you can think of and what types of fines might you ****s in each instance?  I am just getting started and so far the Mayor is behind me.  I want to get some ordinances in place ASAP so we can deter the at large population we deal with here.

We have higher license fees for unaltered dogs, cats and ferrets.  Also, we have an intact at large fine of $100 for the first offense, $250 for second offense and $500 for the third and higher offense.  If the owner agrees to spay or neuter the animal prior to release we waive the fine.  This was set up to target those owners who continually allow their dogs to roam at large and thus may be impacting the population.

We also have a litter registration fee that must be paid prior to birth of the litter.  If the owner does not register the litter they must pay a fine.

You can see our ordinance at:  http://www.municode.com/resources/gateway.asp?sid=9&pid=11270   Chapter 3

So what are your license and litter registration fees?  How about the unregistered litter fine?  Do you have the vets working with you to "turn in" owners with expectant animals?  Do you have any rural areas near you and if so, what do you do about those?

I really appreciate your response!  I'm hoping to propose some fees and fines here once I get going and at this point this town doesn't even have a license law for pets!
